I love living in The South, but this ain't Florida, and with the mountain elevation we do get snow round here. 2 quick things. The first thing is called a plow. The second thing is called a sander. The State Department of Transportation operates both quite well on the Interstates. My compliments. Local counties should and could get a few more in gear. I realize the counties of western North Carolina cover a lot of terrain, and dollars are tight as we hopefully emerge from recession. Still, it would be a wise investment methinks to "up" the available equipment to better treat secondary roads in the region. Local municipalities could appropriate funds to begin building a fleet of: Ford F 450 4x4 Split Rim Dump body trucks outfitted with a plow and sander. That’s what you need. Perfect size for these parts. Less than dozen such trucks manned in shifts would cover Asheville's secondary roads pretty well. Buy 'em used from up north where they take a beating but still would have plenty of compression to handle the warmer temps and lesser (although nuisance) snow amounts in and around Asheville. The benefit to offset the cost: you wouldn’t have to cancel school when we get snow flurries. Nor would your day to day commerce come to a screeching halt when we get snow flurries.
